Maybe The Cold War is still "alive", maybe this is its spirit! But anyways its consequences were totally changed!
Cold War use to be competition between US and Soviet Union and at least lead to technical development, which can be seen as positive aftermath!
As James Lovelock said "If it hadn't been for the Cold War, neither Russia nor America would have been sending people into space." The Cold War gave a big impulse on Development of the Science and technology! Of course, I am not trying to say that this can be "excuse" for Cold War, which caused a lots of victims no doubt!
However, such called "Modern Cold War", which is "coordinating" by spirit of the previous one has no same consequences as its origin! Modern one is based only on competing between powerful states and using the countries of third world as a "tool" for gaining more and strengthening hegemony of competing countries! Now we have only negative outcomes and aftermaths of it!
